I think JT and T9 also play this way.
Why would KQ overbet the turn and try to scare people away? I mean, ya, maybe he's trying to get the pot a little bigger - but seems like an odd way to do it.
On the turn, I think 88 usually just calls here. I'd say his range is closer to JT,T9,KQ,87, maybe some sets, but not likely.

Do overpairs ever play like this? I think adding QQ-AA to his range easily pushes this to a call.

Making that bet with QQ-77 and two pair seems retarded, not to mention the question of whether he'd call in the sb with off-suit connectors. That said, I am having a hard time putting villain on a hand

Yes, push is good. Villain wanted to 3bet ai on the flop, got frustrated and now overbets the turn since he probably doesn´t put you on a 8. A tonne of hands wants to play a big pot on the flop, basically any hand ahead of AA or flipping. And now you beat all of those hands except for KQ.
