I don't like it. You are basically bluffing and hoping no one has the ace. I don't like weak bluffs, unless you have reads on/history with CO and BTN.

What should be the line instead then? Im usually fond of this play aswell, or in position taking it on the flop. C/f all 3 streets seems lame, anyone else?

I agree it's lame, but betting weak against two opponents out of position with 3rd pair+gutshot on an ace high board at stakes where a lot people play a lot of Ax's sounds lame too.

What would you do with 99 on a QT82 board?

if people play lots of ax's like you say they do, then 99 has a ton more value on a QT82 board than JJ on an AQT board.

translation: it's all about your opponent. if the flop in OP's hand is likely to scare your opponents into folding better holdings (Aweak, Qx), then a cbet or delayed cbet is fine.
