I bet closer to the pot on flop. You want to charge as much as possible to draws and 1 pair hands. Overpairs and TPTK type hands I'm almost always felting against a shorty.

I rarely fold top pair against a shortstack, unless board is scary or it is a tight shortstack (rare).

Not that it matters, but your minreraise on the flop might as well include the last 20 cents of his stack.
