Guy is running at 45/8. Last time he min-raised me he had two pair.

Do we 3-bet this flop? I wanted to build a pot + fold equity.

I call down against fish like this. I used to play it the same but they never fold and almost always pay off even the obvious outs.

Given your read on the player, I think I would just call down after he minraises you on flop. You aren't really a favorite against two pair at this point, and since you think he has a strong hand, there is little to no fold equity here. The reason these coin-flip situations turn into +EV ones are the amounts of fold equity you have here. If you thought he was raising you with some garbage like TT or JT to find out where he stands, then I think raising here is the proper play. However, against a strong hand that's gonna call your raise/shove, you are better off calling flop & reevaluating on turn.

limped pot and we're getting AI? His range is sosososossoso polarized towards 2pr/set that you're basically looking for flush and 9 (sometimes 9 isn't even good)

you're 58/42 against 77/99 and all 2pr combos. Basically the way you played it you pot committed yourself against that range b/c you're getting 1.5:1 or like 42% (I think). If he ever shows up with JTss (which I doubt) or QQ (again, very small portion of his range), you're 60/40 and -EV. If his range is skewed more towards Q9/Q7/77/99 you're really screwed at 61/38 against those hands.
