With a flush and straight draw on the board, I'm not playing this slow. Bet out the flop and keep the pressure up throughout. As played, c-r to around $4, maybe a little more.

I think raising the flop is best. Any action you're likely to get is right here on the flop, and he's likely to call with a king, queen or a straight or flush draw. Not much value in slowplaying against a passive opponent - they aren't the type to double barrell or bet all three streets.
