no read on villain. whats the right move and plan for later streets with 200+bb eff stacksizes?

1st of all, get a read! Those are really important in this spot.

Secondly, I wouldn't like building the pot on the flop by raising again when I can't take a free card on the turn, so I would just call the flop. If he bets me out of the pot on the turn I would let him have it. (Weak advice perhaps, but OOP there is not much you can do unless you like pushing blindly for 200bb.)

I think villain has either a set and wants to build a pot and find out where he stands. The other thing he might have is a suited connector with hearts. Maybe an overpair is in his range, but I will rule out AA and KK since I would expect him to raise that preflop. His flopraise shows he's capable of aggression.

So lets say he has the following range:
QQ,JcJd,66,22,KhQh,KhTh,Th9h,9h8h,8h7h,5h4h

Against this range you are 65-35 dog. Which is not terrible. So depending whether you'll get a heart or a non-heart turn you will either be an 80% or more favourite or an 80% or more dog. I would call and let it go on a non-heart turn and try to get the pot as big as possible on a heart turn.
