Villain in this hand was running 19/14/1.3 100+ hands. Only history was I won a big pot off of him in a blind vs blind where I raised a limper w/ TT in the sb, he calls in the bb, limper folds. Flop was T high and the final board had no overs. I bet every street and he called down, never raised once and showed down pocket Jacks.

This may be a nitty response but considering Villain's history I would probably just call too. You probably could have gone 4 on the turn.

Raise more preflop

I like the check on the river. You are looking good and no obvious draws were made on the river. I think with a passive player like this it is better to check the river to induce a bluff as a call from villian will occur less.

This makes no sense. If you think he is passive, betting is obviously the optimal play. Passives call, they don't bluff very often. If he's agressive then it's a different story, but i don't see how ur justifying c/c is correct by saying he's passive.
