I muck unless you have seen min raising flops a lot

So a fold to the reraise on flop is the best play here then, because I have seen him calling down with junk hands a couple of times but never seen him bet an reraise any junk, so the only hand I beat is if he overplayes a toppair worse kicker.

I agree with this. you have to muck it.

Raise more preflop, make it like $3.
If you dont have a read on villain (On his min-raise), I think folding on the flop is correct.
