He probably doesn't have much of a hand. Maybe top or middle pair with a good kicker. So sometimes I would have just called and let him make another bet on the turn and then moving over the top.

If this is same villain as QQ hand and you have been winning hands without showdown quite a bit he could be playing back at you thinking "this idiot keeps bluffing flop, I'll show him." If this is the case I let him bet it off into me or I raise if he will call with top pair. I think it all boils down to what part of his range will he min/cr you with and how much of that range you are ahead of.
