If you're going to play this OOP, please bet more on the flop. A $10 bet on the flop makes a $32.50 pot on the turn with you having $40 behind - getting it all in at that point is a no-brainer.

As played, you have to call $28 to win a ~$85 pot, or about 3:1. Your bet on the turn basically told him you were playing for stacks, so I'm not sure you can fold this.

(btw, this is already the second hand I've seen today where someone's gotten themselves in a pickle 3-betting KQ and flopping top pair...)

Do you think you are ahead on this flop? Betting this small will create a $25 pot with $44 left. That means that on the turn, if you bet and he raises you will have too much left to be able to call with just one pair.

I call or fold preflop depending on the game, my image and the raiser.
As played to the flop I bet $13. That would leave us with $38 in a $38.50 pot on the turn that we can bet without giving him a chance to bluff.

I prefer to fold preflop at best call if he's bad postflop. You are OOP with an easilly dominated hand.

I'm fine with a 3-bet as a resteal if you think he's stealing, but once he calls the 3-bet, it narrows down his range considerably.

Yes he might be stealing and I think it's ok to try to resteal, but it is very easy to get yourself in trouble later in a big pot with a hand that typically makes not much more than TPGK. Calling or 3betting more makes postflop easyer IMO, because you have clear decisions. Same goes for the flop betsize and the turn play as I put in my last post.
