Villain runs at 63/30/1 with a WTSD of 47 and a WSD of 63 over 33 hands so realistically this read isn't worth a heck of a lot.

This is a clear fold given he's stats. If he was more aggresive then it would be a little different.

Bet the turn. Your hand has some value. You protect your hand and get a free showdown.

im not betting turn before looking at his fold to turn bet%.

Played well. And since draws are a major part of his range, if the river had been the 3c I am calling here. The jack hits him in so many ways.

easy fold. however, he's gone to showdown alot so you've probably seen him take this line before. any notes on what he's turned up when he's check-called, checked and then bet the river? Anyway, he's 63/30, 190bb deep, and you have position on him. I expect you got his money later on regardless.
