So been playing with villain here for a good 20 minutes now. He is a loose-passive fish who enjoys making min bets and min raises. I played a pot earlier with him when I had 55, and I pot it up preflop, he decides to minraise me with J8. Very strange. He ended up taking the pot with a board of 97465 board.

If you don't intend to call then you shouldn't have raised the flop.

And don't post results - it skews the responses you'll get.
