I believe this offer is available to all players (regardless of whether mail is received), as it is listed on the Party website at http://www.partycasino.com/news/items/bjhrs.html. Yes, the promo makes BJ EV+ for the first 1000 blackjacks of that 4 hours. I estimate a player edge of 1.5-2%, assuming natural play (more than one players' data indicates Party BJ may be unnatural).
