A raise to 15-16 seems best to me. 4 bet raises really shouldn't be large at all less then 3 times previous amount is best

Exactly.. cuz I've seen the advice.. AK and AQ wouldn't 4 bet.. they would shove. So apparently people think that.

I think we need to 4bet preflop here, because if villain has like QQ or AK, he likes his hand right now, and we don't want to let him see a scary flop that might make him like his hand less.

I'd either re-raise to $14, or shove. To be honest I prefer just shoving, cuz they always put you on AK when you do that.
