UTG was 77/22/.75 over 18 hands. Thats what little i knew of him .

Im thinking now, but not sure, c/r is not a good idea here. Should I of just c-bet and then went into c/f mode vs loosey/passive?? Do I consider c/f here to this flop vs loosey/passive or to that size bet? A little confused here.

This c-bet ? Not a c/r call hand? Is my real question, i think

check raising this flop is a horrible play

It's better to lead this flop, because a c/r turns your hand into a bluff - you have zero FE and only better hands will call. In this case, you simply stick more money in with a marginal hand against a calling station, who would let you keep the pot small and let you get to the river. After you lead, you can c/c cheaply to SD with such a passive villain.
As played I don't see how a c/f is possible.

Agreed. Give it a normal c-bet.
