Villan is new to the table. Am I correct to bet the turn here?

I think it's okay. The other option is to check the turn and then concede the pot UI on the river if Villain pushes.

Obviously, though, it sucks when you actually get min-checkraised on the turn.

Looks ok to me. If he was deeper you might give it up but as it stands, I play it the same.

It's very correct to bet the turn here IMO, as for the size of your bet, im a bit sceptical. Also, for the turn raise for your oppont, don't look at it like almost the minraise it was, but for a raise up to 20.95 for his stack. Does the "call"(reraise all in) still seem clear cut for everyone?

I would still think I get my money in too since it was the ace that fell, and villain prolly feels like he is ahead now that he hit his TP or two pair or random nonsense. But I can't really say I would get my money in ASAP here tho.
