To buy a free card, but your holding is rather mediocre...i'm at a loss for a good strategy here, since RR isn't an option b/c whatever they have it's probably close to 50/50...if the turn is a blank, do you pop it really good?

Yep, but why are you ruling out a better made hand? Also, say you knew they had a draw, why not re-raise the pot, then pot it again on a blank turn, denying them decent odds. Just make sure you can let it go if their draw hits however, don't want to give implied odds.
