I would call and re-evaluate turn. This could easily be a smaller pocket pair (55-JJ) that is just "testing the waters".

so you folding to a turn shove then?

Yes, probably.
But then again, if the turn is a random card like 2/images/graemlins/club.gif this does not really change anything... I'm kind of lost here as well.

This is a horrible spot, if you raise any amount you are pretty much committing your whole stack imo. So I guess a call here would be ok, but then what the hell do you do on the turn and river. If he is passive I guess a fold probably isn't the worst decision. He knows you mean business with that preflop raise, so he has to assume that you could very likely have the king. Or a big pocket pair. Either way it doesn't seem like an ideal spot for him to try and take the pot away from you on a bluff. I guess I'm going to go ahead and say fold. It might be a weak way to play the hand, but I think it's not a horrible choice in this situation. The pot isn't huge, folding can't be that bad. Against a player who isn't passive, things change a lot.
