the min raise is horrible this villian is UTG so he prob. has a pretty good hand (if he understands position) ... re raise 3.5 to 4$ ... and go from there... as played bet more on the flop... and fold the turn..

if you put him on a good hand pre flop why do you fold the turn?

because you use additional inofrmation such as his turn c/r all in to adjust his hand range
