Check back the turn, though you have a lot of outs, he's probably not folding.

take note on villain being very passive. I'd exploit this every other hand.

Yeah, PSB on the turn is bad. If he's got a decent hand, you're sinking money into a hand that is pretty far behind. If he doesn't have a hand, he's going to fold to 2/3 pot sized bet. I'd check the turn and fold to a bet on the river if I don't improve.
