Bad Guy was 47/35 over <20 hands. Saw him showdown a strong hand stacking a mini-stack. Is this guy going to have a lower pair or draw often enough to make this a good call?

SB: $8.55
BB: $15.30
UTG: $4.80
Hero (CO): $11.05
BTN: $5.45

Preflop: Hero is dealt K/images/graemlins/spade.gif K/images/graemlins/diamond.gif (5 Players)
UTG folds, <font color="red">Hero raises to $0.35</font>, BTN folds, SB calls $0.30, BB calls $0.25

Flop: ($1.05) 3/images/graemlins/heart.gif T/images/graemlins/heart.gif J/images/graemlins/diamond.gif (3 Players)
SB checks, <font color="red">BB bets $0.70</font>, <font color="red">Hero raises to $3.15</font>, SB folds, <font color="red">BB raises all-in to $14.95</font>, Hero? ...(smacks the crap out of the raiser?)

has he seemed loose at the table? those stats are for less than 20 hands, so I wouldn't make too much out of them. If he's been active, I'd call, if not, I probably fold.
