Ok so villian is 32/10/1.2 and maybe a little mad at me. i had raised him before on an all low flop with a set and he check folded the turn asking me to show. Does a river bet have any value here?

This looks like a TP hand, maybe 76 although I suspect that given history, he bets that hard on the river.
Rarely a set/overpair given preflop action and weakening bets.

Yeah, 1/2-2/3 looks solid. You're likely ahead because he'd probably bet the river had it helped him.

He's a loose caller preflop. So value-bet him, given your read. Although I can't really believe he will call 15 or more here without a decent hand. And I don't miss many value-bets usually...
