Can i call the pre-flop re-raise?

um - sure you can UTG is all-in you are +EV against his range and the money that's already in the pot.

He posts UTG and then pushes with only 20BB? I push over him to get BB's dead money and isolate.

I'll second that. Even though I don't see how we know villain's range, there's something about shortstacks that makes you often see hands like AT, KJ or Q7 here.
Berate me, if this sounds too much like "call, because shorties are stupid" (which would be terrible advice), but i assume, if we don't know more about villain here, that we're slightly ahead most of the time, if we decide to call.

I like pushing here to isolate the shorty, though it depends on reads on BB. If BB is a total donk who will cold call the 3bet then I dont like it because assuming you're up against overcards, you have to dodge a good part of the deck to win a showdown. Push if you're sure BB will fold otherwise let it go. Calling sucks.

Yeah, push. Post, re-raise UTG with $2. I think he has maybe slightly better than random hand.
