His 1/3 pot bet might look weak, but since he was shortstacked I figured it was likely a value bet and he was just trying to get all his chips in the middle one bit at a time, and if I called this I would be forced to call an all in on the river. I guess he could have a PP also, but since it was a multiway pot it seemed likely that someone had an eight.

Bet more on flop. Fold turn and save yourself a headache.
