Tough fold

Villan had played at 8/0 over the 15 or so hands since they sat down. After the next half hour or so after this hand this moved to ~20/13 but obv too small of a sample to draw much inference.

Who raises the flop / turn? If I raise the flop I am pretty much getting pushed on by hands that beat me while all hands I beat fold which i obv dont like, however i gather information on the strength of villans hand. What if villan then calls, what is the plan for the turn? As played villan made a weak bet at turn, but then pushed river. I like the fold, and think that villan knows I have AK/AQ and so can over bet push AA/KK here expecting to get called. I very very much doubt that villan min-raises JQ OOP here pf.
