Villain is 17/12/3.5 over 80 hands. Seems like standard play so far.

I put him on a PP, something like 77-QQ and assume he's playing slow against what he thinks might be a bigger PP. Turn is not really the card I'm looking for and then I puss out on river. He bets tiny on the turn, and I raise him - I'm thinking I definitely should have raised more, something like $14-15. When he bets tiny again on the river, I'm thinking he might WANT me to raise him. Both turn and river felt icky, so I just called.

Thoughts on all streets? Am I a wimp? In the back of my mind, I'm thinking he could have 77-TT here and my flop/turn bets are trying to get him to call and not scare him off.

Maybe I am lame too, but I find the river bet really weird by villain. He must know there is no way you are not going to fire again on the river, and also know there is no way you are not going to call a small bet as well.
Did villain have KK? That is one hand that would make sense here that would call a raise on river. Other times there is no point raising the river.

Strange. I've been seeing a fair amount of this kind of persistent but small donkbetting lately, but it doesn't usually come from 17/12 guys.

I guess a hand like QsJs sort of makes sense (which is good for you), but that's just one combo, and trying too hard to make sense of Villain's play probably isn't worth the effort.

I really kind of want to raise again on the river, but I'll admit that my fear that Villain is looking at QQ or JJ and is hoping you'll raise again like you did on the turn might stop me.

Bet more on the flop and, as you say yourself, raise more on the turn. I just call the river, too.
The "donk every street and call a raise" is actually pretty popular these days. But I have seen everything from the stone cold nuts to a bottom pair played like this. So I am careful and just call here.
