Villian and the big blind are both loose donks. 40/10ish. I would have 3 bet if villian was a full stack. Against a normal preflop raise we can't call here. We have to 3 bet or fold. Can we call this min raise preflop? We have good odds of making some $ if we hit . BB will probably call a wide range of cards PF as he does not like to fold. Can we call?

I don't think you have the implied odds here and wont get paid off most of the time on the flops you do hit.

3 bet or fold based on ur reads. 10 pfr is a really really bad number to 3 bet against with a small sc. Think about that.
