Villain is 60/40/2. I'm not sure if I want to smooth call here to extract value or raise to see if he has a hand?

both calling and raising are fine. if you raise, it's for value, not "to see if he has a hand." really, who cares how strong he thinks his hand is? he has drool on his face, you're never folding.

I'd just raise him bc if he has a OESD or gutter or Qx/Tx hes coming along for the ride. Id rather get money in the pot now.

raise to 1.5 preflop. have you seen him lead into multiway pots before? if so, what did he show?
