I have tormented 1st in flop bettor throughout my time at the table and he definitely views me as a Laggy who is more lucky, than can actually play. I don't have a read on other guy as he has just joined table.

I'd call here and proceed carefully. Since so many people saw the flop it wouldn't surprise me to see 2 pair or even the flopped straight, but until someone tells you that they have a big hand I'm fine with calling here.

What about with just calling preflop?

If villain is positionally aware then I'll smooth call his MP raise here; I'd be 3betting if he was in the CO...IF he was positionally aware. He clearly isn't so 3betting is probably the way to go.
