This is sort of a general question. In this particular case villain is 27/15/2.9, but I'd like it to apply more generally. It's $2 back to me with slightly more than $5 in the pot. So I'm already getting 2.5 of the 7.5 I need to call. He apparently likes his hand, so getting another $10 if I hit is likely not going to be a problem. This leads me to think that calling is an ok move here. Then I think to myself that I'm playing 33 for $3.50 pre-flop and that's crazy.

if he rarely 3bets than calling is a good move pre

His raise looks like he wants action, which likely means a big hand that he would be willing to go to the felt with. I call this, then be upset that BTN didn't join us in case we do hit the set.
