TALKING POINTS / MY LETTER TO GONZALES et al

Congressman (BACHUS, R. Al.) stated to the effect at a very civil hearing before the House Financial Services Committee on June 08, 2007; I have no problem with ‘LEGAL’ Internet gaming. Presumably he was talking about State Lotteries and Horses, however, I think he AND many others are oblivious to other ‘Legal’ skill wagering and it is overlooked.
This letter is to explain fully ‘LEGAL’ Internet gaming, what is REALLY allowed.
Talking Points to incorporate into your letter: (this was left out of the actual letter)
1. I agree with Rep. Bachus (R. Al.) at the hearing in the House of Representatives on June 08, 2007 in that Legal Internet Wagering is Properly Regulated and the U.I.G.E.A. only makes illegal that which already was.
2. Specifically mentioned in the U.I.G.E.A as legal are horse racing, state lotteries and tribal gaming.
3. Not mentioned but legal as they are considered ‘SKILL’ games are Solitaire, Free Cell, Hearts, Spades, other card games involving strategy, backgammon, video games, puzzle games and other.
4. The games in number 3 are LEGALLY offered on MSN, AOL, YAHOO! And other sites to play in CASH COMPITITIONS as ‘SKILL’ games as the players ability more than any other factor determines the games outcome.
5. The games in number 3 are even funded using Paypal, an eBay company, a company that oddly enough endorsed the STRICTED gaming bill considered last summer by the House (H.R. 4777) while ALSO offering POKER wagering funding via Paypal U.K. and funding the ‘SKILL’ gaming listed in number 3.
6. The games referred to in number 3 are under strict identity guidelines.
7. The games in number three are under strict financial (I.R.S.) guidelines if payouts total more than $600.00 per year total.
8. Age limits on these ‘SKILL’ games in number is only 18, as they are not considered gambling which states require an age of 21 to participate.
9. The games in number 3 are ONLY restricted in 14 states by legislation. 36 states have NO prohibition on ‘SKILL’ wagering.
All I ask is for a FAIR application of the U.I.G.E.A. in that poker (and its various forms), a game that actually requires MORE skill than the allowed skill games in number 3 not be singled out and banned. Rather, apply the same standards as are applied to the games on M.S.N., A.O.L., and YAHOO! That are contained in number 3.
