I think this call is neutral at best, I mean he makes a pair 50% of the time on average. I just give up the small pot.

I'm getting ~ 3:1 so only have to win 25% to be + EV.

I think this is break even at best here. I dont think this is nescisary at uNL not saying your never have the best hand here but think there are better spots. I never win when I call here IMO.

these kinds of calls are why I do so poorly at 10NL

I like your reasoning, but I think you underestimate what kind of hands villain can have here and betting with. Many villains will bet any pair on the river, as well as not betting a k or a 9 on the turn.
