In the states I am seeing a lot of push coming from Republicans to expand gambling as a non property tax increase method of raising revenue. If we keep up grass roots lobbying efforts, the states should be the next phase. Passing a budget, some corrupt pork included, without a property tax increase keeps state legislators in office and fast tracks ambitious governors to national pretensions.
States with a lot of rural districts with small numbers of voters tend to produce the religious nuts because it only takes a small number of reliable votes to stay in office.
Republicans from more urban/suburban districts in state office tend to be more pragmatic.
