My plan was c/c a small bet, c/f anything bigger. At least, I think that's what the plan was.

Pretty sure you are beat here. i would c/f on the turn aswell. i like 1.80$ for the flop here.

Re-raise pre-flop perhaps?

If he's raising 28%, you have his range torched. Take this [censored] down pre-flop. Also with the RR pre-flop, if you get called, your flop lead will get a LOT more respect.
