I was pretty lost here. Could he be bluffing? Could he have just hit KJ? Could he be value betting a strong hand?

I would bet more on the turn since there's so many draws out there.

River is a crying call because the bet is small, and I think villain will showdown a bluff or weak hand (using a blocking bet) often enough.

Calling here, and expecting to see a 9 like 80% of the time. Bet the pot on the flop, and like 2 on the turn. Bets look very weak.

So if I think my hand is good on the turn, with a very drawy board like this, I should bet 2x pot?

I was afraid of Q10, and less likely 89 getting there on the turn expecting to get raised and folding only losing $1. Pussification defined, I guess.

No, bet like 3/4 - 1x pot. That would be about $2 on the turn, not 2x.
