Feasability of a 'Black List'

Kyl is pushing the attorney general office for a 'black list'. He wants a black list of online gaming sites and their account information so they can easily be blocked.

I have very little knowledge of banking. So does anyone have insight to offer? How feasible is a 'black list'?
