Rep. Frank stated that the bill would only raise the fees to pay for the licensing and regulation.

Basically, Rep. Franks stated that he did intend to raise any income from any taxes on Internet gaming resulting from his bill. The only income raised from his bill would be fees to pay for the licensing procedures and enforcement of the regulations.
He did not refer to any specific language in the bill.
