This is a spot I have been finding myself in more and more. Villain in this hand is your average pokerstars nit.

When the hero checks the turn, are we betting for value or keeping the pot small. If we check behind on the turn, and the river bricks, are we betting the river?

Obv your calling the flop to take it away on the turn not because we think 4th pair is good

YOu call his flop bet cause you think it is a cbet with something like AK, AQ or any two overcards. His check on the turn is a missed flop and turn in most of the cases, so you have probably the best hand here. Bet the turn and pick up the pot.

meh. i think your line is ok and i do it a lot. i dont really likea river value bet but i do like making a value/maybe hand ending bet on the turn so that an over doesnt come and then you both check the river and you lose a hand that was winnable on the turn.

I'm betting the turn here. Looks a like a continuation bet on the flop and he doesn't want to fire a second barrell on the turn. The pot looks as though it's there for the taking.

If your not gonna fold the flop then you should be calling the flop with the intention of betting the turn. I don't generally float flops like these though.
