BB checks, UTG bets .90 into a pot of 1.85, MP1 folds, Hero raises to $3, BB folds, UTG calls.

There was normally a preflop raise at this table. Should I be repopping it to $2 preflop?

I wasn't really sure what to do on the turn, so I checked behind planning to call a reasonable bet on the river (he probably has high cards that whiffed or a bigger pp).
