Villian is 14/12/1 over about 90 hands. My main question is do you thinnk he would have called an open push on the river? If he has a Jack will he stack off here?

Unless you're going for a checkraise, please lead this flop. Any J will come along, as well as most K's. Turn bet is good.
River is meh. Either push and hope he has a J, or value bet smaller, around ~7. 10 is too large for many two pair hands to call on this coordinated of a board.

Bet flop, 3/4 turn, 3/4 river. You will not get the calls as often but I think the much larger pot at the end will justify playing this aggressively.

Play this more like Doyle Brunson would...

Bet into the raiser. He raised pre-flop. He is supposed to have a big hand or some big cards. Lead out and hope to get action. If everyone just folds you probably weren't getting much out of them anyways.

Without money going in on the flop I don't think there's anything else you can do to get more money in here really...

UTG called every bet you put in. If you had led out on the flop maybe you can get a check-raise or a stop-and-go in.

The reason for the flop check is that the button was 60/5/4. He led almost every flop checked to him. I wanted him to bet so I could c/r him.

How often do you think he will call a push on the river when he has a jack?

flop check is fine then. If he has a jack, no way is he folding the river to a push, especially at these levels.

This might be a fold on a nitty table, but the table was like 45/7. I'm never folding AJ from the SB at this table.

The initial raiser is who you need to be looking at, not the table.

Plus, a 7%PFR probably has AJo beat here.

I bet the flop, $4. You'll get called a lot by kings, queens, OESD. Start building the pot on the flop I think.

I might try an overbet on the river trying to catch a jack. Doesn't seem like a bad idea to me
