Yeah, this sure smells like KQ to me. There's a small chance he'd play a flush draw like this but I'd just fold the flop and wait for a better spot against an unknown.

Your flop raise is too small. He's getting 4.25+2+6= 12.25 to 4= 3-1 which basically accomplishes nothing. I'd make it $9 to go and fold to a reraise.
