Villain is passive and loose. The weakest spot at the table by far. Is this an easy reraise on the river?

The only hands you're losing to are QQ, TT, 55 or Q4. All of which are unlikely given the action so far.

He'd play this way with any 4 and, if he's bad, any 10 and any Q.

basing on your description of him i think it is good spot to try to take his stack.
He is not thinking "limped pot - i play tight" he is thinking "yey. i got three of kind!".

there are only 10 hands that beat you 3x55 3xQ4 3xQQ 1xTT
and tons of hands that will call or even reraise and are worse. 3x54 4xA4 4xK4 4xJ4...

ease reraise imho.

Problem may be that if he is loose passive station is he only going to raise with teh nuts? i think not.
because you will often see this kind of players calling with the nuts and raising strong looking hands (like trips here e.g.) depending on their mood rather than hand actually. Thus i would assume he is in a mood to get stacked this time.

I seriously doubt he plays this hand the same with any queen or any ten. He is bad in the way that he is too passive, not too aggressive.

I think I would reraise to 15 or so.
