Villain is 40/10/2 over 30 hands or so. He hasn't gotten out of line, but is generally a weak player in terms of bet sizing.

If you call, how do you respond to a non-club river? A spade river?

If you fold, is this a standard fold (as a limit player, this is horrendously disgusting)?

If you raise, how do you react to a 3 bet all in? How do you react to a river spade? What about a non-spade river?

I would check/call the Turn and maybe c/f the River when he bets again.

As played I would fold to this minrase. Looks like a boat or a flush.
