if you are sure there is going to be some action than maybe it is better to raise PF from SB hope BB raises and put the money in preflop.
If he only calls, then on the flop the pot will be smaller and you could play there some poker.

raise that preflop. There is only 1 player to act after you, and he's the BB and low stacked. Raise preflop, 4bet all-in if he 3bets. I don't see why you'd be looking to go all-in on a flop like this.

As played, should i check the flop?

Vs shortstacks you should bet smaller with air and with strong hands. If they push all-in then you can dump your hand. This will lead to youi getting bluffed out sometimes because they see your small bet as weakness. However you will not always have air on the flop when you bet small vs shortstack and sometimes he will try to bluff you out.

I would check this flop however. Flop like 723 rainbow or KK4 would make me bet $1. Because beasically all the money will be on the river anyways so you can allow smaller value bets.
