Hi All,

I haven't posted in this forum but have read quite a few of the posts. I haven't seen this addressed. Many used Neteller to withdraw funds through there ATM card. The funds were not deposited into a bank. Epassporte does the same thing except they use a Visa Electron card that can be used at an ATM. How is this going to be regulated by the Feds? How would anyone know how the money was placed on the Visa card? It seems nearly impossible to regulate this unless they simply refused to take this type of Visa anywhere in America. Does anyone know anything about this?

I know the actual DOJ regulations are not out yet, but this sounds like it will be very tough to police.

pretty easy to regulate if the DOJ would come after epassporte...

as far as getting cash at the ATM, I'm not sure it could be reg'ed

Its a visa card and I believe that the govt. can get records from visa if they suspect any fishy business.

How and where are ATM transactions recorded?

They have this new thing called computers that have large amounts of electronic storage that records these things. The computers are usually located in a large computer center somewhere that runs the whole ATM network.
