Check behind like you did.

The only hand that is worse than yours and maybe calls is AQ,KQ.

He could have have a 9 here, wanted to c/r turn but is scared to bet on that river.

I think this is a clear value-bet. A flush or 9 is betting this river, a Q not so much.
