I don't think he is raising two streets with anything you beat. He either hit his flush or you were beat already. I think this is a fold here.

I would raise it to 17 and call a shove. Or just shove now is fine too.

1) It's hard to put him on a flush draw, he would've been better off with c/c the small flop bet.

2) It's doubtful he has a two-pair or set, because he would've (should've?) c/r'd the 2-flush flop for more.

3) Your weakish bet might've induced a worse hand to shove.

4) With so much money in the pot and so little money behind the villain, you've got to

5) Shove.

6) Drag the pot or count your Sklansky bucks.

OP, fold the turn. I typically check turn and call river if it isn't a spade because I have showdown value and don't want to fold.
