Reraise the flop. You're only behind JJ and you don't want to give diamonds another card that could beat you or kill your action.

4 handed and UTG raises to 2xBB with JJ. Um, how exactly would you know he had JJ specifically. You dont know and couldnt get away from the hand. Id be shoving on the flop.

There are so many hands that reraise you besides a set. Plus, the fact that he just called preflop with JJ instead of squeezing makes 33 much more likely in my book.

It's a cooler, plain and simple. You were destined to lose money on this hand.
