Is this easily a raise to 25 and call a shove all day?

Can you tell me of situations when you folded top 2 HU?

This kind of looks like a set tbh but I still 3-bet and call a shove

If he really has 5 PFR then a set is quite unlikely? 44 not in his range and a lot of 8's and 9's are gone. I think you want to get your stack in here.

He wasn't the original raiser and he's 41% vpip so his calling range is large.

He can easly have over pair (tt-qq or even KK-AA),weird 2 pair or tptk,
So basicly u are beat only by 44 (88 and 99 are veryunlikely),
so raise/call shove

Also many people like to raise to see where they are,
so this could easily be A9/TT, who might fold to a shove...

Can you justify re-raising all in on the flop? If I am planning to 3 bet the flop and call a shove.. why don't I get all in on the flop?

Villain only have 20something left so it is an easy shove over his raise.
I'm sure he can talk himself into a call in such a big pot with hands you beat.

Based on the size of his starting stack I don't think he's betting to find out where he's at. This could easily be a tp hand, overpair, set, or a semi bluff. After his raise it looks like he'd be willing to get it all in, and with a postflop aggression factor of 2, I could see villain pushing combo draws like a pair and a flush draw, straight draw w/ flush draw, straight draw and overcards, and a bunch of other hands we are beating. Plus button doesn't have a full stack so I would push all in on the flop, since if we 3 bet smaller we are committed to calling any raises.
