I am unsure about this. Villian likely has some kind of draw or is already there. Most likely with a straight so you have flush outs and against against T9 or 67 you are a favorite, as well as against an A high flush draw

When you have toppair gutshot straight and flushdraw you don't need to reraise but there is no way you are folding on the flop
